Caraga - CARRD is composed of four units: the Regional Research and
Development Coordinating Council (RRDCC) as the policy-making body of
the Consortium; Regional Technical Working Group (RTWG), the technical
arm of the organization; Regional Applied Communication Office (RACO)
which provides communication support; and the Regional Management
Information Services (RMIS) that is concerned with the planning,
implementation and maintenance of the Consortium's information system.
Regional Research and Development Coordinating Council (RRDCC)
RRDCC
is composed of the heads of the member agencies. The head of the base
agency in the Consortium acts as the chairman of the RRDCC. The RRDCC
is the policy-determining body of the Consortium and has the following
functions and responsibilities:
1. lays down board policies and guidelines for the effective and
efficient operation of the Consortium;
2. approves the long and short term plans of the Consortium;
3. approves and endorses to PCARRD the regional integrated R&D
programs and budget; and
4. reviews and evaluates performance of Consortium member agencies and
the consortium itself.
Regional Technical Working Group (RTWG)
The RTWG serves as the technical arm of the RRDCC. It is composed of
the Research Directors / Coordinators of member agencies. It's
functions are as follows:
1. formulates the long and short term plans of the Consortium;
2. evaluates the regional R&D programs, and budget, reviews and
recommends to the RRDCC the guidelines in developing, upgrading and
utilizing R&D resources;
3. develops strategies for generating funds to support Consortium
activities;
4. assists the Consortium director in coordinating and monitoring
R&D activities; and
5.initiates seminars and conferences.
Regional Applied Communication Office (RACO)
The RACO serves as working component of the Consortium. It carries out
the following functions:
1. provides communication support to the research activities of the
Consortium;
2. develops and implements communication plans, programs, and
strategies in support to R&D;
3. coordinates training in development communication;
4. extension methodologies and research management to enhance knowledge
and skills of Consortium member agencies;
5. plans and implements communication research and action projects; and
6. conducts trainings to develop communication skills, technical
proficiency, and research management capability of Consortium members.
Regional Management Information Services (RMIS)
RMIS plans, implements and maintains information system for the
Consortium. Other functions and responsibilities includes:
1. coordinates and implements the Regional MIS programs;
2. coordinates the collection, organization, submission and encoding of
pertinent data by the implementing member agencies;
3. generates management reports needed by the Consortium director and
the RRDCC;
4. collects, consolidates, edit / validates and submits to the Regional
MIS coordinator data from their agency and organize these into the
database;
5. coordinate with the regional Consortium regarding the information
needs of the implementing agency.
